of the ground on Praya East can claim any right to extend anywhere but to their own front, which I should understand would be at right angles to the Praya and Arsenal Street (marked by blue lines). Similarly, the front of the Imperial Government property cannot be further to the West than at right angles to their general line of front (green lines). This latter boundary seems to have been already admitted by the Colonial Government since it just touches the proposed line of 21st of February 1900.

Frontage on the water is the primary essential to our small use of the ground by the Military Authorities. The water frontage has to be apportioned to three separate duties, viz:-
(a) The daily transport of troops and stores.
(b) The submarine mining work.
(c) The landing of guns and ammunition for the Army and Navy.
Consequently, I should be obliged to oppose any scheme which diminished the sea frontage, which the present proposal undoubtedly does to a serious extent.

As to the suggested Extension of the War Department Reclamation, a proposal to advance the line of frontage up to the line of the Naval Reclamation was rejected by the Admiralty 2 years ago on the ground that it would interfere with the access of ships to the Naval Extension.
4. The Reclamation proposed would include the area used for mooring the launches and steamers, of which there are five, beside the lighters, and pinnaces, used in Submarine Mining Work.
An anchorage for these would then have to be found in the tide-way, unless we reserve the water on the present frontage for their accommodation.
